Ambassador Dimitrios Rallis

Born in Athens, Greece.

Professional career:

On July 1, 2022 assumed his duties as Deputy Secretary General of the Black Sea Economic Cooperation Organization – Permanent International Secretariat in Istanbul.

During his professional career, which spans over 40 years, Ambassador Dimitrios Rallis acquired deep knowledge and vast diplomatic experience with emphasis to the promotion of multilateral, regional and international relations. He served in the Greek diplomatic missions in Berlin-GDR, New York (UN), Damascus, Moscow and Brussels (EU). As Ambassador he represented Greece in Nicosia and Berlin. He also served as Chairman of the Scientific Advisory Board of the Hellenic Cultural Foundation.

For over ten years he was actively involved in passing EU legislation regarding economic integration and cooperation in the fields of, inter alia, internal market and development, transport, environmental protection, industry, energy, trade, agriculture, research and culture.

As Chairman of the EU Permanent Representatives Committee (Coreper I) and, subsequently, as Director General for European Affairs of the Ministry of Foreign Affairs of Greece, he worked for the promotion of stability, good neighborliness and international, European and regional cooperation, especially in the fields of economic integration and development. In his capacity of EU Coreper I Chairman, he headed the Council of the EU in the Conciliation Committee with the European Parliament for the adoption of EU legislation.

As head of the Greek delegation, he actively worked for transforming the Black Sea Economic Cooperation into a regional economic organization.

Dr. Michael Thomadakis

Michael Thomadakis is the Strategy & Development Chief Officer of DESFA. Formerly, he was the Vice Chairman and Member of the Board of RAE from 2005 to 2015, member of the BoR of ACER, the CEER General Assembly, the Board of MEDREG, the Board of Appeal of ACER and Chairman of the Investment Group of the Energy Charter. He has extensive experience in the development of the gas regulatory framework of the Greek gas market, and deeply involved in corresponding developments in South East Europe, especially in the regulatory framework for several gas infrastructure projects related to the Southern Gas Corridor. Started his carrier in DEPA, were he worked as the contractual administrator of the Gas Procurement contracts from Russia (pipeline) and Algeria (LNG), the LNG transportation contracts, the development of underground gas storage, the derivation of transportation tariffs and on the establishment of the Gas Distribution Companies in Greece. He is a Mechanical Engineer of NTU Athens with a PhD from the same University. He is the author of more than 40 scientific papers and reports and invited lecturer in many events of the energy industry worldwide.

Mr. Hendrik Bosshammer

Mr. Hendrik Bosshammer is an Economist and a Project Manager in the South East Europe Division of the OECD’s Global Relations and Cooperation Directorate. He currently leads the Division’s work in support of fair market conditions for competitiveness in South East Europe. In recent years, Hendrik Bosshammer has worked in a number of thematic areas to improve economic, social and environmental well-being in OECD and partner countries in different world regions alike. Prior to joining the OECD, Hendrik Bosshammer was a Project Manager for McKinsey & Company on projects in Europe, Asia and Africa. He holds a PhD in Economics from the European Business School, Wiesbaden, and a Master’s Degree in International Business Administration from Università Luigi Bocconi, Milan, Akademia Leona Koźmińskiego, Warsaw, and European Business School, Wiesbaden.

Ms. Xenia Kaldara

Xenia Kaldara (Metaxia Tsirtavi) was born in Kavala. She studied Pedagogy and Psychology. Her professional experience includes work in journalism as well as Promotion, Communication, and Advertising.

She is the President of the Board of Directors and General Director of the Michael Cacoyannis Foundation.

Founder and Director of the production company “TEOXENIA.”

Some examples of her work include:

  • Organization and Production of the Cultural Year of Greece in China, with the participation of 58 major Greek producers.
  • Organization and Production of significant performances from abroad (Fura Dels Baus, Piccolo Teatro (Giorgio Strehler), Nuria Espert, etc.).
  • Co-production in the play “The Dead Brother” directed by Sotiris Hatzakis, starring Maya Morgensten and Margarita Tzepa, which was presented in Athens and the Balkans (Albania, Serbia, Romania, Bulgaria).

As a journalist, she has served as the director for the production of educational documentaries at the Educational Department of the State Television Broadcaster.

  • Additionally, she worked as a music producer and journalist at the radio station Athens 9.84.
  • She also held similar positions at the radio station Kanali 1 Peiraias.
  • Furthermore, she took on the roles of program director, music producer, and journalist at the radio station SKAI 100.4, and exclusively as a music producer at the radio station Melodia  99.2.
  • Moreover, she contributed as a writer for the magazine “EPSILON” of Eleftherotypia.

Xenia Kaldara has made significant contributions in the fields of journalism and artistic production and worked closely with Michael Cacoyannis and Irene Papas for many years.  She has also served as an appointed advisor to the Ministry of Tourism, specifically overseeing the Athens and Epidaurus Festival.

Mr. George Kremlis

George Kremlis is the Chairman of the Greek Initiative at UN level on protecting cultural and natural heritage from climate change impacts.

He is a member of the Board of the European Public Law Organization and chairs its climate and circular economy Institute.

He is also a member of the environmental and social advisory council of the EBRD and also currently the Chair of the Bureau of the Espoo Convention, Chair of the MOPs in 2019,  elected Chair for the MOPs in December 2020 and re-elected Chair for the period 2021-2023.

He is also the Chairman of the AmCham circular economy committee.

George Kremlis is Honorary Director of the European Commission (EC) and has acted in this capacity as Active Senior responsible for circular economy in the islands.

He was until recently special Advisor to the Greek Prime Minister on energy, climate, environment and circular economy issues.

Mr. John Nomikos

Ioannis (John) M. Nomikos is the Director at the Research Institute for European and American Studies (RIEAS) in Athens, Greece. He is Chairman at the European Intelligence Academy (EIA) and Founding Editor, Journal of European and American Intelligence Studies (JEAIS). He is a Master Certified Anti-Terrorism Specialist (CMAS/ATAB/USA). In 2022, he joined the Intelligence and Security Studies program as an Affiliate Faculty member at Coastal Carolina University, USA. He was awarded the “2019 Life Achievement for the Development of Intelligence Studies in Europe” by the International Association for Intelligence Education – European Chapter (IAFIE -Europe). He is co-editor of the book “ Aspects of Islamic Radicalization in the Balkans After the Fall of Communism” (forthcoming May 2023, Peter Lang Publishers, Germany). He specializes in energy security, Black Sea and Eastern Mediterranean region, intelligence reforms in the Balkan peninsula, transnational organized crime and national security architecture. He has done research and studies in various research institutions in the US, UK, Germany, Finland and Norway.

H.E. Mr. Noam Katz

A career diplomat since 1994. Ambassador Noam Katz has been serving as Israel’s Ambassador to Greece since September 2022.

Prior to coming to Athens, the Ambassador served as the Senior Director General of the Ministry of Foreign Affairs heading the Public Diplomacy Directorate and was responsible for Israel’s public diplomacy and strategic communications throughout the world.

He has previously served as the Minister of Public Diplomacy at the Embassy of Israel in Washington DC (2009-2014), Director of Public Affairs of the Ministry of Foreign Affairs in Jerusalem (2007-2009), Israel’s Ambassador to Nigeria, Ghana and the Economic Community of West African States (ECOWAS) (2002-2007), Deputy Spokesman of the Ministry of Foreign Affairs (2000) and Spokesman of Israel’s Embassy in Rome (1998-2000).

Ambassador Katz holds a BA in history and an MA in Public Policy and Management from the Hebrew University of Jerusalem. He is a 2017 graduate of the Wexner Senior Leadership Program at Harvard University.

H.E. Mr. Kyriakos Kenevezos

He was born in Limassol in 1972. He graduated from Lanitio High School B’ and during the years 1989 – 1991 he served his military service and was discharged with the rank of Artillery Second Lieutenant Reserve in the National Guard.

He graduated from the Law School of the National and Kapodistrian University of Athens. He graduated with distinction from the Postgraduate (Master’s) Program of Philosophy, Faculty of Philosophy, Pedagogy, Psychology of the School of Philosophy of the National and Kapodistrian University of Athens. He is a PhD graduate of the Faculty of Philosophy, Pedagogy, Psychology of the School of Philosophy of the National and Kapodistrian University of Athens. The topic of his PhD thesis is: “PHILOSOPHY OF INTERNATIONAL RELATIONS, DIPLOMACY & THE EASTERN MEDITERRANEAN” and it was unanimously judged Excellent.

His research interests are in the field of the Philosophy of Law in general, the Philosophy of International Relations in particular and specifically the issues related to Political Philosophy, political and moral sovereignty in the international arena, the political aspects of international law, the role of international institutions and historical international interventions in Eastern Mediterranean region. He has participated in a series of lectures of the Open University of Cyprus, the National and Kapodistrian University of Athens, the University of Peloponnese and the Law Library. He has been invited as a guest speaker in a number of conferences, mostly political, workshops and seminars in politics. He is particularly interested in the major issues of foreign and security policy and of course the various aspects of the Cyprus issue in the international and internal political stage.

Since July 1, 2014, he assumed the duties of the Ambassador of the Republic of Cyprus to Greece, with parallel off-site accreditations in Albania (Tirana) and Georgia (Tbilisi).

Before his placement in Athens, in March 2013, he assumed the duties of the Minister of Education and Culture of Cyprus, which he held until March 2014.

From 1997 to 2013 he worked as a lawyer. For a number of years (2007 – 2014) he was Secretary General of the Democratic Party and Commissioner for Justice and Legal Affairs (2009 – 2014). He has been awarded the decoration of Brigadier of the Order of Honour: Commandeur de l’ Ordre de l’ Honneur. He is an Honorary Member of the Hellenic United Nations Association (E.S.H.E.), an Honorary Member of E.ME.N.S.I. (Society for the Study of Modern & Modern History “Ioannis Kapodistrias”). He has been honored, among others, by municipalities, universities and organizations in Cyprus and abroad. He is an honorary citizen of Chios and Oinousses. His articles have been included in national and international scientific volumes as well as in domestic scientific magazines, while he regularly writes articles in the daily and weekly press.

He is married to Maria Chorianopoulou and they have one daughter.
